Pokemon do not have social genders, and pokemon are forced to evolve down a path based on their own biology. Pokemon DO have personalities, and some pokemon obviously tend to lean towards certain personalities by nature. However, a better way of wording this question is: "If a pokemon wanted to be a different species, will it be able to evolve into one?". Because that's essentially the same thing, and I have seen that pokemon are capable of showing jealousy and desires to be stronger/other species or even just more "attractive" species. Because to me genders in pokemon make it a separate entity altogether, what you're trying to say is that somehow a Pokemon should be able to choose how it develops.
The answer is plainly no.
Even trans humans who undergo gender reassignment aren't truly changing into a new species or really evolving at all. They're the same creature with mutilated or reconstituted body parts. Even the supplements they take, you cannot control what will or will not happen overall. Even if you're a male child who desires to have a vagina, you're never actually going to have it. Take a female Pichu as an example, there is literally nothing it can do to alter its fate that when it becomes a pikachu it will have a heart shaped tail. Even if you were to cut the tail to resemble one, that's merely all it is. A fake wound.
