They're cartoons because they're overly simplified, them being clearly animals is not the problem.

It's all about believability. Some Pokemon look like they could be creatures that live in the wild, some Pokemon look like plush dolls.

The pokedex also calls some pokemon like pikachu the mouse pokemon. It only references real animals so real players can compare them. In the elephant's case, it's an attempt to show the player how strong the powers of the pokemon are, not necessarily to imply indian elephants exist in that universe.

Tcg art most of the time is made by random artists that do not even need to be related to the pokemon company. If there really was concluding evidence, nobody would be discussing if there are animals or not.
