It's possible, it sold decently well, but we don't really know what the status is with non-mobile spinoffs at the moment and it never really caught on with the broader Pokemon or gaming community even if it still has it's own scene, so TPCI/Nintendo might not see it as a success despite the decrnt sales (even though that lack of wider buzz is 100% their own god damn fault with their total lack of marketing and support competency, the potential is fucking there, the grand finals from worlds regularly makes more views then VGC/TCG combined)

As somebody who actually plays the game competitively I like what the phase shift system offers and brings to the table, in terms of encouraging neutral play and adaption (since it forces a return to neutral and at higher levels of play you'll want to change up your combo compsoition based on the situation and if shifting or staying in duel is better, weighing the risks/benefits of going for more damage but shifting earlier vs later, against the potential meter gain from shifts, etc)
Perhaps just making the 3d phase act like tekken rather then, like, gundam vs?

Despite how it looks like something akin to the naruto games, it's a competitive fighter, so much like something like Street Fighter, you'll get out of it what you put in, more or less.
