Floatzel has been PU since gen 7 began so I didn't expect it to rise. Incineroar became a king of NU tho so I'm happy with that. Seeing Torterra drop makes me sad as playing a team built around it in gen 6 was one of my fondest memories of online battling. Also is ZU official or some shit?

Quagsire isn't overpowered enough to be banned from low tiers, but every now and then it gets popular enough to rocket up to UU or OU, only before inevitably slipping back down over time. I think the same thing has happened in the past with Shedinja, and even Gothitelle before Shadow Tag got yeeted.

Quagsire is always shifting tiers because it's like Gastrodon in that it isn't broken enough to dominate any tiers but it's still super useful in certain metas. If OU or UU have a specific Pokemon running around dominating the meta but Quagsire shits on it, then Quagsire will go to OU or UU and slap that bitch off its high horse.
Don't know about the rest but Samurott is probably because of what Z-Moves did for it

It gets used on stall in every tier, so if stall becomes common enough anywhere it ends up rising.
