Except then there would be 16 gyms, not 18 (which is conveniently the exact number of types) and Ohmori already told us Ghost and Fighting leagues are swapped between major and minor in both versions.

I think you will have 10 minor gyms before the league and 8 major gyms after becoming the regional champion (kinda like a battle frontier, but bigger and not as hard), defeating them will grant you access to the champions league.
