That sounds like absolute crap. What's the point of more gyms when they're barely any better than regular trainer battles or wild battles? I'd rather have a hard mode that lets us have 8 exciting gym battles than 18 bore-fest gyms.

no. with how low and close those levels are too each other, you could practically skip every trainer and be fine. the only time you'd need to train would be for that Fighting Gym, but it's still only a few levels more. what's the point of the gym if it's not challenging?

from the looks of it, no. they could have different leaders for both versions, or they could do what (you) suggest and have the gyms underleveled. either way, I don't favor it.
