He's based as a story element for the player to overcome, which is what the rival is for, and after he changes his ways he's much stronger on the rematch, at which point he has a fucking Crobat which only evolves via friendship. He's also a much more competent trainer than Gladion and actually bothers to catch 6 pokemon. He overcomes the chip on his shoulder caused by Gio and takes on team rocket, probably softening their forces before you arrive.

He's based.

his would be a valid point over gladion if any of the pokémon silver caught were actually good

Pokemon is generally really unthreatening in terms of atmosphere. A splash of true edge is welcome IMO, the games have gotten sickeningly friendly.

Gladion has a fully evolved team before the leauge, while it took Silver untill post game to actually evolve his pokemon. That alone shows who's better and who's not.

Silver's team is objectively better dude. 2 prevos maybe, but let's pretend for Gladion's sake they wouldn't be relevant to the fight. This leaves Gengar, Crobat, Feraligatr and Alakazam vs. Silvally, Umbreon, Lycanroc, and Zoroark.

You're using his anime team, and even THEN, Gladion is still more powerful. Umbreon can deal with Gengar, Zoroark cans deal with Alakazam, Lycanroc can deal with Crobat and Silvally with Grass Memory can take on Feraligatr. It's better to compare both of their post game rematch teams. Gladion has a team of 6 with all fully evolved while Silver has only 4 fully evolved.
