Always saw it as the non-villains adults thinking they live in a utopia and the villains also adults thinking they have huge problems in the world to fix drastically. Children and specially PC are simple and moderate that just want to have fun with pokemons even if all the battles are kinda violent but we have to see it in a cartoon perspective. If healing was as easier as it is in pokemon people would risk themselves more in terms of health and push some limits besides the whole cartoon physics type of thing.

The Pokeworld is a utopia. If it was a legit problem it would have been brought up by a good team. Evil teams can only create problems were there are none.

The deal about Cyrus is that he sees people as incomplete because to him emotions are a flaw, he as a child had good feelings for his Rotom but then this connection was separated and his life went downwards to the point he began to despise the emotions he had back then and the ones of the people that rejected him, it's why he appears to be a emotionless depressed man with goal of remaking the universe.

Are Magma and Aqua really villains, or just misguided and extremely stupid? In one version the opposite team end up playing the heroic role, their team members were Devon scientists (Shelly and Tabitha) and try to call off the plan when they realize shit's hitting the fan, and both teams reform after realizing how badly they screwed up, and become pretty nice guys overall.
