Winner has a chance of being champ and if that happens, the champion is downgraded to gym leader. Since there are only 8 spots for gyms, leaders without gyms in the game in this minor circuit are considered. This can be determined through RNG to determine the remaining 7 leaders to put in.
Placing in the top 8 for any of these gym leaders promotes them to the major circuit, where now they have their own gym. Ever wonder why all of these gyms (with the exception of 1 iirc) have the same exterior but recolored? Easy swapping.
