He also has 115 speed, and 85 in both defense. Also "only 100" S. Attack. That's not gigantic but it's pretty good. He has decent bulk, hits pretty hard, and is a speedy fucker. Literal no downsides and has a base stat total of 520. Stop being a fag just because you kept getting swept by Misty

What he means is it doesn't fit in to either of Pokemon's current two design dichotomies. It's not a cutesy soft Pokemon, nor is it a "cool" hard monster Pokemon. Starmie is a "weird" Pokemon and we don't really see that branch played with anymore. It's this odd eyeless Starfish monster that has a glowing gem in it's center and can rotate it's bottom star 360 degrees. It's very alien and odd. It also rides the line between "girl" and "boy" Pokemon demographically. It's cool like a boy design, but it's also "pretty" and eye catching like a girl design while never really committing to either side.

Starmie hits harder than its stats convey because of the high base power of hydro pump compared to many special attackers who use 90 BP moves. Starmie's Hydro Pump hits as strongly as a 133 Sp. Attack Psychic type using Psychic for instance.

There are now many fast special attackers with higher SpAtt that use high BP moves, but that wasn't the case for a long time, and still few of them are faster than Starmie. So yes, Starmie hits hard.
