Stantler has never been in a regional dex that wasn't Johto's. Therefore, it's either a shoe in for being cut like always or a shoe in for getting in because it needs to be in more regions. It could honestly go either way and due to the fact that we don't actually want to play these games this is the kind of shit we talk about to amuse ourselves now.

Unown has lore ties to Arceus, so nah, it'll come back whenever Arceus shows up, which is bound to be most Third Versions from here on out.
Glameow, however, is literally never going to show up in any game that isn't a Sinnoh Remake, because it hasn't been in a regional dex since Sinnoh and has no justification for appearing again.
