And yes Arceus is a Pokemon but It was never born in any region nor in the world unlike Mew, He clearly has his own dimension, in other words he's not from this world just like Deoxys and the creation trio.
Or Necrozma, It's clearly an UB yet it's considered a Pokemon because people think that anything that isn't a human, is a Pokemon.
So even if Mew were the ancestor of all Pokemon from the world, because that's where it was found, it isn't the ancestor of beings that live in other dimensions or wormholes.
