Yes anon, the implication is that pokemon designs have changed over time and that they were better back in gen 1 hence why it's a Ponyta which just had a Galar version reveal.

Not all detail is overdesign.
For example pidgey has good detail on it's feather and talons, which makes it look organic.
Newmons usually have a lot of random patterns, color palettes, items,etc. That's overdesign.

It was slowly starting in gen 3 and I hit my limit during 7 while others now.They are being designed more of characters than species there were a handful in early gens but it is getting increasingly more noticeable.That said Croviknight,Grookey,Rolycoly,and G-ponyta are fine in my book

They didn't know Pokemon was going to be a global phenomenon spanning multiple forms of media across 2 decades. Gen 1 Pokemon were just designed to be static images and thus they could put as much detail as they pleased because they didn't think there would be any consequences.

Gen 2 and beyond, Pokemon were designed with the artists well aware of the fact that they would used for the anime, toys, and 3D models (for the console spinoffs) so they've deliberately been simplifying them ever since.
