The powerlevels in UU have been kept artificially low, which has allowed the development of stall forms that generally handle what few offensive threats are common in UU to be defeated consistently.
On the other hand, the UU player base is also a bit retarded, given how the popular sediment among them is that using lure sets that could handle stall (HP Grass Scizor for Quag, as an example) is apparently 'unviable' and stall needs to be suspected tested (how you suspect test stall is beyond me but whatever).
This gist of this last tier shift is that UU is bad, run by cowards, and played by morons.
