Of course, I wouldn't expect true random from a pool of 18, but making each successive gym a coin toss between two choices would work with minimum extra effort.
After all, if the yearly conference determines which gym gets to be major league the following year (in lore), that would have been really cool to actually SHOW and not TELL.
