Obviously he meant at least one of the evos because we already knew Scorbunny was pure Fire, but he also said he didn't remember the final evo's name and only remembered it being a humanoid fighter, so it's likely he doesn't know its secondary type either and was talking about the middle stage being pure Fire. The final evo could be pure Fire too, but it's not clear if that's what he meant or not.
