It was supposed to be Celebi but the movie with him got rewritten for some reason.

If I remember right Celebi was supposed to have a multi episode arc in the anime and Ho-oh was supposed to be the main focus in the 4th movie. They nixed the Ho-oh idea and moved Celebi to the movie role instead. This caused them to drop the GS Ball plot and have weeks of filler in the anime instead.

I still don't fucking get why. They had Ash see Ho-Oh from the start and then NEVER showed it again and after Johto never even mentioned it. Fucking why?

Wrong, they had Ash see it at the end of Johto and Hoenn just like the first appearance. And in the movies they had a focus on it with the 20th anniversary movie.
