>>40282684If you ask me, villain quality's been spiraling downward ever since Gen III, and I'm not talking Magma and Aqua. Team Skull was a reprieve from the abject failure of Teams Plasma and Flare, but when it comes to efficiency, motive and general menace, Game Freak has yet to top Cipher, if it's even possible.
Plasma had a Legendary? How adorable. Cipher had the Beasts of Johto, the Birds of Kanto, and fuckmothering Lugia.
Aether had Pokemon variety? Bitch, Cipher ran variety due to the lack of wild Pokemon, and the Peons aren't deaf and dumb like Aether Employees.
Team Rocket had their leader in the Kanto League? Admirable, to be fair. Cipher basically ran Orre from the shadows and take measures that no team before or since has ever replicated.
Galactic wanted to reboot reality? Flare wanted to purge everyone that wasn't them? Why bother with mythical powers or haphazard ancient weapons when an army of Shadow Pokemon can accomplish the same effect?
Show me when, and how, any other villain group managed to compare to the likes of Cipher.
