I guess it would also depend on when he was available too though- most of the reason Ampharos is so ubiquitous in Gen 2 teams is because he's available early, has access to a broad array of TMs, had a useful typing that's uncommon in the region at that point, and has a learnset that gives him access to useful moves early.
Kumotora might have made Jolteon much less common in the Gen 2 meta though.
