It's honestly pretty decent if you were a kid at the time. Certainly better than the savages that ran Eruption, Flamethrower, and Fire Blast and something like Dig or Slash.

I think I had basically the same moveset as a kid with Ruby.
Even with Thunderbolt, it's pretty smart for a kid. Look at what the programmers did with Steven's Aggron and then try to criticize this.

With drought you got that clean 1 turn Solarbeam and T bolt for water types. Fire blast isn't the best but his moveset could be wayy worse

The coverage is nice but maybe replacing thunderbolt with brick brake or return would've been better just to take advantage of Groudon's beastly attack stat.
