It's mainly for VGC, since they only use Doubles. But I guess it'll be kinda useful for Raids too.

You'd think they could just do what they did in Emerald if they were that keen on pushing doubles. Actually give players a decent number of double battles to slug through in-game instead of being a once-per-route thing (if that) and people might get more interested in the format.

I appreciate the attempt of them trying to fix the inferior format, too bad doubles will never be truly competitive because it's just 50/50s every turn with no resource management, might as well play rock paper scissors at that point

Remember the Wild Area has co-op play so it's possible that it's formatted to allow for the two players to double battle together somehow like it is for raid battles.
