Yes, you can have older Pokemon. You just need to have CAUGHT them in the game you're playing.

I the gen is brand new without any guides yet, using old pokemon is fine. Otherwise you might end up with a team full of dead weight like crabrawler or charjabug that you don't know how to evolve.

In my opinion, you need to have completed one of the original pairs, and the third version / sequel to be able to say you really beat that generation / experienced that region.

On the very first playthrough of the pair, it is poor form to box the starter during main-game. Subsequent replays allow it.
On no serious playthroughs should you use old Pokemon.

On the third version, neither of these restrictions apply.
Overlapping types are allowed for all playthroughs, but multiples of the same species should be discouraged.

How's this for a guideline?

People should be using strategy guides or pre-planning their teams for all games new to them.

Yes, but only if they still contribute another type. For example, Torterra and Garchomp is okay, but Torterra and Hippowdon isn't.

Minimize as much overlap as possible. Permissible if it's a good type like Steel, but should be avoided if possible.

First playthrough of a game should consist entirely of new pokemon/forms, do whatever after that

I've done this a couple times before, and it doesn't sit right with me. Try to avoid unless it's really dragging down the team.

Obviously, do whatever the fuck you want. The existence of Gen 5 by itself makes boxing starters acceptable.

Do you mind elaborating why that is?
If it's about contributions, you could argue that Hippowdon isn't reducible to Torterra---it has Sand Stream and Slack Off while Torterra does not, meaning it has a niche that Torterra cannot cover (as easily).

Why exactly is type-overlap a bad thing? Is it just icky aesthetically, or do we tend to instinctively perceive it as a lack of team-building experience in anyone who does it?

Because if you have a dual type, adding a Pokémon with a single type that is already covered by something in your team is obsolete. Hippowdon brings nothing to the table type-wise if you already have, say Torterra. Sure there's some synergy between the two but that's not what we're discussing. Adding, say, a Gastrodon to your team while you already have Torterra opens up some new coverage and resistances to your team. My ideal team has supereffective STAB against every type there is.

Mostly aesthetic, but it can help minimize weakness overlap or get the most STAB out of a team. With the latter, having more pokemon take some any kind of offensive role with their STAB puts less pressure on having coverage, which frees up moveslots for HMs. It allows you to maximize what pokemon you want to use without having a designated HM slave, which in itself isn't that aesthetic.

You should be able to use any Pokemon you want regardless of what you start with or how they relate to one another, including multiples of the same species.
