Except stall is almost non-existent in doubles because it's such an offense-oriented meta, and the Pastel Veil functions is pretty much identical to Immunity in singles. It's really not a particularly useful ability, especially not on a Pokémon with the stats this thing will likely have.

There's a reason no one runs non-STAB Fairy attacks. Because it sucks, everything Fairy hits for SE damage can be done better with other coverage types.

And if (BIG IF) Run Away is ever upgraded to allow the user to escape trapping/Pursuit, it might see some usage above its predicted tier.
I'd prefer it be a physical attacker, though. Like you said, more unique.

Being able to hit fighting, dark and dragon super effectively is way better than just hitting fighting and poison. Fairy even has nothing immune to its damage.

Neither Fairy nor Psychic have good super-effective coverage, which is the reason neither are particularly good or common coverage moves. But when it's your STAB move that's not the point; you just need your STAB to hit hard neutrally. Play Rough is better than Zen Headbutt in this regard because it's 10 BP stronger and you can cover all of its resists in a single coverage move. By your logic Dragon was a bad offensive type in Gen 4/5 because nothing ran it as coverage, but that was obviously not the case.

If it doesn't get a new proper STAB move or if they at least switch its attack stats alongside a small boost or gain a new type like Flying if the alicorn meme becomes a reality, this thing and Rapidash are gonna get eaten alive by most Dark and Ghost types. Even Bug mons like Golisopod will tear it a new one.

Literally nothing that wanted to beat dark, dragon and fighting would carry ice, psychic, fighting and flying coverage. Fairy let's you hit all there with one move.
Second, as far as coverage goes, types don't "do it" better any other. It comes down to individual base power. A non stab, super effective psychic doesn't hit that macho any harder than a non stab, super effective moonblast. Nor does ice beam hit dragons harder than moonblast.

Fighting is a pretty irrelevant target for a coverage move and Ice Beam is generally better if you're looking for Dragon coverage. By the same token though, Psychic's only relevant target is Poison and it's competing with Ground there. Neither makes for a great coverage move but one is a markedly better STAB type.
