Is he the hardest villain to fight?
He's the only one of them all to carry a full team of 6 Pokemon, plus he pulls some shit like Protect+Toxic.

It also helps that pretty much every other villain is shit. Lusamine is a threat in her second SM fight since all her Pokémon have the Totem aura, but Ghetsis has actual decent movesets and a well-structured team overall - his Hydreigon has incredible coverage iirc
