This is different because they will only allow you to have whatever they put in any given game. If the Sinnoh starters aren't in S/S then you won't be transferring them even from the likely Sinnoh remakes, unlike when they released FR/LG to fix the fucking problem they had no other way around without literally making everything able to be captured in that one pair of games which might work well now (if they could level design properly) but wouldn't have in GB - DS sized maps.
