Are you talking about the anime? They're in Kanto, it's just the base of operations from which they travel to and from all eight regions. They'll be staying at the lab in Vermilion City and visiting Johto, Hoenn, Sinnoh, Unova, Kalos, Alola, and Galar presumably by boat since it's a port town.
