Because of you I had to take a look at seals skeletal structure, and sorry to burst your bubble, but pelvis on Primarina makes no damned sense.
First of all, pelvis is a place where hind legs connect to the spine, but as you can tell, Primarina has no hind legs, only tail, shes a weird cross between human-like seal on the top part, but the bottom one looks more dolphin-like than anything else, and throughout the millennia dolphins completely lost their legs AND as a result their pelvises, there is nothing skeletal-wise below the chest of a dolphin except the spine that goes down through the tail.
If Primarina has legs, they would be those white flippers at the end of what we assume is tail, but that would mean that the actual pelvis, similarly to the real seal is way way way back around the point those blue 'tail frills' are located, meaning that almost entire blue 'tail' section is nothing but spine! That would put what you assume to be as you called it 'vagina bones' as nothing more than lower ribs.
And even that would extend the ribcage down way past reasonable amount, not to mention all artistic reference pointing to the conclusion that there would be a rib-less gap in said ribcage bellow light blue 'chest frills', resulting in soft and squishy belly area, before continuing once again to form pelvis-like rib structure you are so fond of.
