"Shillmon" refers to a Pokemon that was pushed into relevency because the marketing bigwigs at TCPI decided to push it, rather than the Pokemon being relevant via it's own popularity. Most shillmon are actually popular in their own right but they almost always get some kind of upper hand on the other Pokemon of their generation, usually at the expense of other Pokemon people actually like. Let's use Lucario as an example.

Other examples of shillmon include Greninja, Zoroark, Incineroar, and most Eevee evolutions.
Scizor is an actual popular Pokemon that doesn't get much because TCPI doesn't want to shill it.
