For Whitney, let's assume that we're counting Clefairy as the pure Fairy-type it currently is, rather than the Normal-type it was then.

Thus, it'd likely be replaced with Jigglypuff or Aipom. Preferably the latter, so that Johto doesn't got the

I actually didn't have that much trouble with him, even in a nuzlocke environment. Just hope and pray to the RNG gods you get a good Pokemon and the rest is history.

I wanted the leaders to have pokemon that fit their vibe and their area. as for bugsy the cave near his house is full of wooper which are kind of creepy like bugs and go pretty nicely with parasect for aesthetic balance

Murkrow on Falkner is a hard brainlet take. A gym leader isn't just "make a [type] team", it should fit the trainer's personality as well as the lore.
Falkner definitely isn't the kind that would have a crow as one of his main two Pokemon, and Murkrow wouldn't be hanging out in early Johto.
If you really need a rare-ish pick, use Natu, the totem Pokemon. The Ruins of Alph are right here and it fits both the traditional style of Violet City and the native indian-ish type of Falkner.

HGSS did it better but I still prefer to give any starter to any of them, which replaces one Pokemon and they got their mascot instead.
