It's pretty easy actually.

Realistically it can never happen, there's too much legal red tape since it's an existing design that they didn't make, even if the fans wanted it they'd have to get all the copyright stuff sorted with the original artist/designer and even if that worked out it'd have too much pre-existing stuff that isn't on-brand by time the fans picked up on it enough to actually organize in a way to bring TPCi's attention to a specific fakemon. It'd have to be a fakemon that actually fits their design philosophy so any waifu/fetishmon that's not super subtle about it would never get accepted because it's not what they want to market to kids, their in-house waifus aren't so blatantly meant to be waifus that normal people look at them and think it's meant to be anything else than a monster that happens to look feminine, and those designs still probably only got through because the creators were already part of the team and specifically making them for the games. Plus if they let one fakemon become real it'd set a precedent and they'd be even more flooded with unsolicited ideas than they already are.

I'm not saying the designs mentioned above were designed to be waifubait and nothing more, but it's hard to argue that giving Lopunny a sexualized mega wasn't fan service. Even if a bit.
