It depends on what your definition of what meaningful is. Statistically and gameplay wise, Pokemon that you can obtain in less than 10 minutes can be better than they are. Lorewise these Pokemon are usually one in a million and are said to not even exist, whereas legendaries are confirmed to at least exist or have existed in the past, as recorded by human history. Actually, that difference is in the name, but I don't expect people on /vp/ to have good reading comprehension.
