That's because they are typically less than the displayed value, because they roll once for a "Hit value" and then again for an "Evasion value". For example, a move with 90 displayed hit is 90% * 90% = 81% likely to hit.

Accuracy is stupid as fuck. In pokémon you basically just pass your turn at the flip of a coin. What it should be, is the chance to do anywhere between (move accuracy percentage) and 100% of the move's damage. It's not a great solution, but it's a hell of a lot better then "Missed yr turn lol"

Pokemon needs a small grid where you could move every turn. Attacks can have specific square accuracy or area of efect with damage decreasing the further you are from the square the attack landed. Accuracy solved with more predics needed and with still turn based combat
