The majority of people don't interact. There's a reason YouTube doesn't give a shit about your like or dislike or the content of your comment - only that you DID.
ANY interaction/response is not normal for good or bad so ones that do are going to be more heavily promoted because it means people might care enough to watch and maybe even click ads but at the very least it means more eyes are on them.
They don't care whether it's awesome or controversial only that demonstrably more caring eyes are on it.
The majority of people never interact, they just fade away if they lose interest. Which makes the people who do more valuable because they generally actually want better for you. Sure there's trolls and whatnot but they're also a minority.
