Pokemon profits however, go to the developer (GameFreak), the publisher (Nintendo) and as well some to the brand holder (TPC). On top of whether or not Nintendo takes an aditional cut from sales on their platform. So GF probably takes a lot less than most devs, even if they make a high amount of sales (not 30m, 30m is the peak of the franchise, closer to about 12m average per game, 16m average per new generation game).
Maybe they could spend more money on development. However, spending more money typically isn't how you stay afloat as a company. Their profits from the game sales themselves are already lower than most companies, so why should GF spend more money to make less money?
