i think he only appears on only one route and theres no way to repel trick so you'll have to hunt it raw
At least you can synchronize to get a nature you want I guess

Gaving a pokemon at the front of the party with pressure, illuminate, or arena trap increases the encounter rate.
Outside of that, I don't think there's much else to do.

bonus option: run up and down sometimes too
