BotW has 13.4 GB, so there is space left on the cartridge.
USUM has only 3.6 GB and has 807 Pokémon (not counting extra forms).

Content, the way it's defined by most people in games, doesn't correlate with size. You have some PC games that are just linear 8 hour campaigns but are 100gb+, but something that you can play for hundreds and thousands of hours like Monster Hunter World is under 25gb.
As gaming hardware moves from slow media like discs and hard drives to much faster storage, like flash memory, there is less and less incentive in compressing assets so games load faster and such, so devs mostly aren't bothering with keeping file sizes low anymore.

Which is a long winded way of saying the game's size doesn't mean shit, basically.
