I get the feeling this was originally designed as its own thing unrelated to any old Pokemon, but then they made its head resemble Linoone, scrapped its prevo(s), and slapped together some palette swaps for Zigzagoon and Linoone just to create the illusion that new forms will be spread throughout the gens.
