These aren't contradictory as we haven't seen the games right now. The Kanto pandering is more likely to get people to buy the game rather regardless if there actually is only majority forms or not.

The last three updates for gen 8 have all been for kanto(sirfetched, ponyta, and now the 4 kanto giant junk. Two of which are locked behind buying lgpe like how mew was locked behind the pokeball plus.

Gen 9's already far into development as we speak, well past the conceptual phase, due to Pokemon's annual existence.
With Gen 8 having been out of the way for awhile now, they've been properly designing a layout for the world, modeling the new Pokemon and characters, programming the story, mechanics and such, and readying promotional material.
