ITT Make Raichu OU without changing her BST much and without giving her a signature move that a legendary would have and without giving a ability that doesn't make any sense for Raichu to have.

My bro is already a solid support Pokemon in doubles, no need to buff him. Also he got a fantastic buff in gen 6 with the +10 speed increase. Getting out of 100 speed tier the gen they had Zard-Y and Mega Garde is good.
