U-Turn benefited everything that can learn it, not just Bugs. In fact, due to Sneaky Pebbles, Pokémon that aren’t SR-weak got better use of it. Which are mostly non-Bugs
Bug pokemon themselves were a mixed bag before Gen 5. Few were strongly consistent. But Gen 5 later made them consistent and god-like(Unova’s minmaxed Bugs and Quiver Dance)
