How come Pokemon can't make good games for smartphones like Digimon when Pokemon is a multi-millionaire franchise and Digimon is pretty dead and forgotten?

It's kinda sad, I feel like ReArise's story would've been good for a Cyber Sleuth/Decode type game. Like, as a full-fledged game rather than mobile shit.
