Giovanni is just a mafia boss. A huge dick for sure, but he has some principles. Unlike Ghetsis he hasn't resorted to directly attacking the player, holding people hostage, or manipulating an adopted orphan into being a perfect puppet (and calling the kid a subhuman when he loses and the plan falls apart).
Hell, Giovanni also takes his defeats with grace while Ghetsis starts ranting and raving.
