I hope the "wouldn't have taken off" replies aren't serious. If designs like Jynx, Diglett and Mr. Mime didn't make Gen 1 DOA, than Gen 5's worst wouldn't either. Also, Pokemon like Hydreigon, Golurk, Braviary, Volcarona and Excadrill would've become fan-favorites as easily as the more popular Gen 1 mons.

Forgot to add, I believe a major aspect that made Pokemon popular was its world, gameplay and advertisement. As long as those remain the same, it wouldn't matter what Gen the franchise could've started out with, it would have taken off all the same.

Digimon had a really strange popularity in Japan. It started with its competitive scene with the original vpets. The tournaments were stupid popular with hundreds of people attending.

But then the anime came out and the digivices became tournament legal and all the original vpet fans slowly faded away because the core identity of the franchise drastically changed away from its vpet roots.
