Pokemon was going international, so they were afraid Americans might be offended by Brock, so they replaced him with Tracey, but brought Brock back they realized nobody cared

And since GS Ball subplot (the main reason Ivy existed was to give that to Ash) was dropped, they killed two birds with one stone; Brock is back and they never have to mention Ivy or the GS Ball again
