It's fire gym for the first city, but according to leak it's probably the third gym since you have to complete grass and water gyms first before go back to the city again.
So first gym is grass.

Rock and Fighting are also very good offensive types and they get early gyms. You usually get early TMs of that shit too.

Ice types are almost as bad as Bug, but they're always restricted to late game when you don't need them anymore.

only Ice or Bug are similarly bad enough with as bad a matchup to the starters to be good first gyms, it makes perfect sense from a gameflow perspective.
