Pretty sure Team Skull is based on Hawaiian delinquents. Hawaii has some really low education metrics, and Hawaiian pidgin really adds to the image, if not contributing directly to the issue.
Basically, they'd be Filipino, if anything.

There was a theory early on (stemming from Guzma's dark skinned mother) that they swapped the skin colours of Team Skull and the Aether Foundation (minus Lusamine, Faba, and Wicke) to avoid Western journalists labeling them as racist.
