If Scorbunny is less than a tenth of a meter taller than Sobble and Grookey, it would have the same height when converted to feet and inches. You can't have a Pokemon with a height of 1'01", 1'02", or 1'03" because an inch is smaller than a tenth of a meter, it jumps from 1'00" (0.3 m) to 1'04" (0.4 m).
