Barring the possibility of a goat species I’ve never seen before, their whiskers look nothing like that and only group in a manner similar to Alakazam’s mustache under their chins. Hence why we call that a goatee. Alakazam has a stereotypical wise man’s mustache. Also I could be wrong but I really don’t think he’s supposed to be a goat at all, the only thing that I could see linking him to goats is that his head is star shaped to look like a pentagram which is frequently associated with Baphomet but he really just looks like a monster rather than any specific animal to me.
I was not intending to validate Alolan Dugtrio’s design, just to point out that distinctively human or stereotypical trope designs have been part of the monster design since gen 1 and it isn’t a new problem
>>40441191People tend to complain about the Pokémon becoming more individualized characters than monsters but I think it’s worth noting that monsters, especially back when Pokémon was first being created, were often individual creatures. There’s only one King Ghidora/Rodan/Gamera/etc. A lot of the monster designs in Pokémon took inspiration from these monsters and as a result fall under “this works more if you imagine there’s just one of them”. People talk about how you wouldn’t expect to see a herd of Incineroar but I don’t think you’d expect to see a herd of Mr. Mimes or Machamps or Hypno any moreso. (That said I do think they’re going much more into a lot more specific personalities now rather than the more generic but still defined personalities of the older mon, so that’s something to take into consideration)
