Honestly I think his team should've been;
Beedrill Lv16 - U-Turn, Twineedle, Fury Attack, Poison Sting
Yanma Lv15 - Quick Attack, Double Team, U-Turn, Sonic Boom
Ledian Lv18 - Comet Punch, U-Turn, Reflect, Mach Punch

The lack of Fury Cutter I think nerfed Scyther's overall strength plus they really should've tried to implement a Gen II Pokemon on each of the leaders' teams in the remakes, I think Ledian fits Bugsy's character pretty well, I'd evolve Kakuna into Beedrill to give it access to U-Turn and also more moves while I'd personally drop Metapod for Yanma just to get another Gen II in there.

Kukui and Koko will be surprised when Ash's Z-move doesn't stop even after the crystal and ring are gone. Turns out Ash and his pokémon's bonds are so strong they can use Z-moves without the need of crystals

First thing I'd do is make Cianwood City a bit more of a city and also a bit more tropical maybe even making some nods to Hoenn perhaps with some of the population being from nearby, Heracross is more so because Hitmontop makes more sense on Bruno, also it gives Chuck type variety.

novel in concept but it poses the same problem that Sunny Day does, it boosts the type that is effective against her ace (Steelix is weak to both Fire and Water after all), I think if Jasmine was going to have a weather for her team it'd be Sandstorm, it'd make sense from the context of her original role as a Rock-Type specialist and wouldn't be a detriment to her team since only Rock-Types get a boost from Sandstorm which are weak to Steel-Type it'd be the safest option.

None of his encounters are in locations where all Pokemon Centers are blocked by some HM obstacle though, so he wouldn't actually need a HM on his Pokemon, we can skip the first four encounters (Prof. Lab, Route 22, Nugget Bridge and S.S. Anne because there are no HMs even used up to this point), fifth encounter is in Pokemon Tower right next to Lavender Town Pokemon Center and doesn't have any HM requirements to access or climb, sixth encounter is in Silph Co. same deal but with Saffron City Pokemon Center right next to it, Route 22, again no need for a HM since right next to Viridian City Pokemon Center and Pokemon League is the same since the league has a Pokemon Center built into it.

There is never a point in the game he would need to have such a Pokemon on his team.

Bugsy's gym in general was disappointing in both the original and the remakes. Nobody had the other gen 2 bugs like Pineco, Yanma, and Heracross (probably would have fit Chuck's team more, but eh). Pineco would have been a neat challenge on Bugsy's team thanks to its access to an early Selfdestruct. It probably would have been neat with Spikes, as well, but it doesn't learn it as early. If KantoFreak really wanted to use the Metapod and Kakuna lines, at least make them Butterfree and Beedrill for fuck's sake.

you can find level 18-20 growlithe in route 7 and evolve it with a fire stone
gyarados is already fully evolved at level 20, no issue there
shellder can be found at level 15 with the super rod, then you use a water stone to evolve it
clefairy is found at low levels and evolves with a moon stone
you get jynx through a trade, just trade a low level poliwhirl and you'll get a low level jynx

no idea about the low level rhydon though

Not if they are all basically the same mon. Elesa's is better. Both need some work. Something like Eelectross line, Magnezone line, Emolga, another fast electric, and Lanturn line would be the best way to take advantage of the volt switch gimmick.

HGSS is Gen IV, yes, however in HGSS only Pokemon that evolved via learning a certain move (Tangela, Lickitung, Piloswine) could evolve and were considered part of the new Johto dex, like any game in the series you can always transfer Pokemon outside of the regional dex in but my point with that remark was that I think they should've made HGSS' dex be Gen I, Gen II and all Gen III and IV evolutions of Gen I and II Pokemon (i.e. Azurill and Wynaut and the heaping from Gen IV).

You missed that part of my statement then, let's say Blue has a Pokemon with cut, maybe it was his Raticate, so he uses cut to get to the Vermillion City Gym and through Cerulean City towards Rock Tunnel, thing is that after that there are two Pokemon Centers between Cerulean City and Lavender Town (the Rock Tunnel Pokemon Center and the Lavender Town Pokemon Center), at either of these points he could've deposited the Pokemon with Cut in the PC, because you don't battle him until Pokemon Tower all this can easily have happened.

Hypnosis has a 60% accuracy, it's not exactly Spore, that being said yeah I would definitely want players to have Awakenings already, I think Paralyz Heal, Awakening & Antidote should be starting game items because they're the primary three status conditions players will encounter. Hell chuck in a few Chesto Berries near the gym just to be on the safe side.

As for Roost, it's the TM move, yeah he's not obligated to have it on all Pokemon but I always see part of the purpose of Gym Leaders having a TM is to show the applicability of that move to the player.

As for the actual teams themselves the intention was to ensure as many types were dealt with as possible, Grass-Type getting countered in some way by certain Pokemon is more so because of another type that shares one of Grass' numerous weaknesses, Bruno for example has Aerial Ace on his Ursaring not to counter Grass-Types but to deal with Ursaring's Fighting-Type weakness. Also if you wanna get technical Lance's second ace is weak to Feraligatr and Meganium and can't truly counter either type.

I didn't stop using tackle, I just learned you use tail Whip or Leer a whole bunch first, then spam Tackle. My Mankey even knew Karate Chop and my Nidoran knew Double Kick but I was to dumb to use those moves because I did;nt know fighting beat Rock (I thought Rock was this bullshit broken type that resisted or was immune to EVERYTHING, did not yet know type matchups other than water beats ground and ground beats electric, did not know Geodude and Onix were part ground, thought they were pure rock at the time) and I wanted Pikachu to win with Quick Attack, so Nidoran and Mankey were simply Leer machines to make Brocks guys defense shitty enough that Pikachu can win.

I wasn't a smart kid.
