There would be better ways to add a drawback than make the Pokémon borderline useless if it was already knocked out. Just make it the reverse effect of Download - instead of raising Atk/SpA depending on the opponent's stats, lower it.

I would have called the AV counterpart Riot Shield instead, since rain coat doesn't really sound like a defense-oriented item at all (hell it sounds more like a special defensive counterpart to Assault Vest)

as for other item ideas though

Scyther isn't the only one that gets buffed like hell. Assuming it keeps the same 1.5x boost Eviolite has, a lot more Pokemon (especially those with cross-gen evolutions that were designed to stand on their own) end up a shit ton better, with some Pokemon like Sneasel, Magmar, and Magneton almost completely outclassing their evolutions.

Chansey and maybe Dusclops are pretty much the only Eviolite Pokemon considered better than their originals whereas an attacker counterpart will be considered way stronger by comparison.

Eviolium is only really problematic because of a potential 1.5x multiplier. A 1.2x or 1.3x would probably keep the intended effect usable without completely powercreeping evolutions. That way some NFEs could hit a little harder than their evolutions but still be a bit slower or less bulky to compensate.

I thought Shed Shell was just for being able to switch out of those moves, without negating the damage caused. Sliippery Slime would cause a trapping move to fail completely, but it can only work once and then the holder has to leave the battlefield for the effect to refresh.

>Weather Crystal
Any weather activated will last for 3 turns, but will also have it's effects boosted (ex. increase the power of Water-type moves by 80% instead of 50% in Rain). Single use.

Any terrain activated will last for 3 turns, but will also have it's effects boosted (ex. increase the power of Electric-type moves by 80% instead of 50% in Electric Terrain). Single use.
>Gravity Belt
Grants Flying-type Pokemon and Pokemon with Levitate the effects of terrain.
>Nullifying Totem
Types that were immune to others (ex. Poison to Steel) will now take neutral damage instead.
>Dreamcatcher
Holder's ability is replaced with Comatose (Komala's ability).
